Abstract: Using standard social scientific methods, this article will demonstrate that for the first time in a Western democracy, the Bush administration- claiming unprecedented secret "war on terror" executive powers- authorized the US military to coordinate covert acts of war both: a) against a US citizen, who'd been classified a threat, solely because of his political beliefs,and b) to prevent Congress from receiving evidence from this academic about significant threat to US security, the national economy, and the Bush administration's suspension of core Constitutional constraints, for entirely domestic political reasons. I will argue that this case- while appearing sui generis, and is unprecedented by many measures- is actually one extreme, of many similarly-oriented cases of what I conceptualized in my (2004) article, as the GOP's "ideological protectionism" In addition to involving offices of Bush administration officials who served in Pres. Nixon's administration, who learned from the Watergate and Valerie Plame scandals, only how to avoid- or delay- getting caught using executive powers attacking political enemies who threatened to puncture the fragile myth, which legitimized their flirtations with totalitarianism. Although modeled upon the Watergate operations targeting Daniel Ellsberg, the academic- who survived three years of totalitarian brutality like Anne Frank forestalled her extermination- never had classified information, and the security threats he identified in 2004 were presciently accurate, and after being stripped of his basic human rights in 2006, and near death much of the time thru 2009, confronted the absurdly horrifying obstacle to informing Congress of a significant threat to the US national interest; the US military. The article is organized as follows. First, I will establish that the Bush administration authorized covert Orwellian operations to permanently eliminate the intellectual threat (e.g. discrediting narrative in social memory & reconstruction of his personal records) of an American, stripped of rights (e.g. no right to challenge broken contracts, abuses, & fabricated records), while attempting to biologically exterminate him. Second,
Falsifiable Empirical Claims: I will demonstrate that- still classified- Bush administration abuses of "secret executive powers" were:
· Significantly worse than Watergate: (see chart comparing Nixon administration's covert operation targeting Daniel Ellsberg; for a more useful benchmark, see chart comparing Bush administration covert operations against Democrats to USSR, Nazis, Watergate). In addition to committing most of the Watergate crimes, recklessly threatening US security, the national/global economy, circumventing core Constitutional provisions & deceiving Congress (had CIA lie), and using the US military & Anti-terror apparatus to target an American who was not suspected of being a security threat with the most brutal attack against a citizen of any Western democracy
· Worse than torture: authorized covert (non-interrogatory) sadistic torture tactics (intended to incapacitate an American with evidence of Bush administration abuses), attempted murder, (see incomplete/rough draft chart of conceptual & empirical indicators of Pres. Bush's totalitarian "Extermination & Torture" abuses vis-à-vis case of Christopher M. Tucker)
· Worse than terrorism: Top-level Bush administration officials committed criminal acts of state-sponsored terrorist attacks against America with the US military. Strictly applying the empirical facts to the law (without "empathy")- according to CIA's definition, and their own rhetorical definition of terrorists (e.g. haters of American freedom & democracy, totalitarian disrespect for human life, who want America to fail, and constitute a new threat because they conceal themselves to appear like normal members of a free society), Indeed, by using the US military to circumvent Congress's rights, secretly claiming authority to suspend US Constitution, stripping rights & core freedoms from an American, who was denied rights granted to terrorist detainees, after he tried to warn Congress & Bush administration officials & CIA analysts, via email, and in his (March 2004) article, which explained & (accurately) predicted that the Bush administration's "ideological protectionism," posed significant threats to the US/global economy, American democracy, and US security, including the humiliating (and still ignored by Americans) revelation (supposedly confounding CIA analysts) in Osama Bin Laden's message to Americans in Oct. 2004, when he explained why Al Qaeda wanted Pres. Bush to win the election, and saw the Bush administration's "war on terror" policy objectives as indistinguishable from Al Qaeda's agenda (e.g. bleeding America into bankruptcy, turning world against the US, capitalism, and democracy). Al Qaeda did not hate Sweden's or American's freedom (shock!), but rather, US Middle East policies. Given the evidence linking Bush administration & Al Qaeda (Osama implied as much) is much stronger than the- prima facie- bogus link between Sadam Hussein & Al Qaeda, the implicated officials should likely be subjected to the harsh enhanced interrogation tactics, or sadistic brutality that they thought I deserved.
Strength of Evidence:
· Scientific Theory Confirmations: I sketched out the general operating principles & manifold threats posed by the Bush administration in my (2004) article, "IDEOLOGICAL PROTECTIONISM: THE BUSH ADMINISTRATION'S MISUSE OF SCIENCE AND INFORMATION IN THE POLICY PROCESS," which I successfully persuaded GAO civil servants working on the GAO's (2004) report, "Improving How to Understand and Assess the USA's Position and Progress," to investigate the EU's "Lisbon Strategy" (my article on EU website). As debunking Bush administration lies was a mere hobby, I did not expect to be targeted by the most brutal covert military discrediting & extermination campaign, ever (to my knowledge). Although I- and my family- were under heavy cyber-attacks, and I was on the verge of death much of the time, I accurately sketched out the nature of the "secret executive powers," being used to prevent Congress from learning what had been done to people like myself in my (Nov 2008) blog entries, "Greetings From Paraconstitutional Exile," and (Dec. 2008) "Joseph Goebbels…Inverted." I sent two letters (Nov. 2008 & Jan. 09, 2009 letter) to Pres Bush's USDOJ) with the intent of forcing them to use the "secret executive powers" that I presumed they hoped to reverse before they left office. I subsequently sent a letter documenting various other violations to California's Attorney General Brown on Feb. 9th, 2009. I refined my hypotheses further in my March 02, 2009 fax to the Senate Intelligence & Judiciary Committees (timed to commemorate the March 02, 2007 scandal Walter Reed Hospital, to symbolically accentuate the deeper truth about the Bush administration), and, later that day, the Obama administration released nine (related) Pres. Bush's "secret legal memos," and the CIA destroyed 92 "interrogation" tapes. The "gold standard" for testing scientific theories is whether they can accurately predict/explain empirical phenomena. Given that I accurately predicted the content of classified "secret legal memos" months before Congress & Americans learned that the Bush had its lawyer's translate Hitler's "Enabling Acts," and no one has yet to falsify my unprecedented empirical claims (see postal receipt confirmations/fax logs to 200-300 elected representatives, governmental & corporate entities, media, and UC-Berkeley), scientific epistemological norms dictate that my explanation is confirmed.

True, the author of US government-wide strategy for deterring terrorist networks is two offices away from mine, and has returned from serving on staff of Sec. Rumsfeld, who awarded him for his "outstanding achievement," and began as Director of "Global Competition of Ideas Project," when I began being treated like a terrorist, except for the conspicuously non-investigatory nature of the systematic violations of my rights (e.g. records falsified to cover-up illegal violations so that I appeared to be at fault, while being prevented from challenging violations w/ law or evidence). Any history of such egregiously anti-democratic behavior from Rumsfeld, Cheney, etc.? (e.g. Watergate, Valerie Plame, Iraq-Al Qaeda link, and other examples in my published criticism). That would explain why I've been threatened with death if I didn't destroy evidence, and several computer experts suggested I was being attacked by NSA/CIA.

· When Axiomatic Ontological Assumptions Must Be Re-Examined
o All scientific theories- explicitly or implicitly- make ontological assumptions about "the way things work" (e.g. economic theory assumes that- ceteris paribus- people prefer to pay less for the same good, and we don't question if a 50% reduction in airline's price was cause in increased demand). Democrats have remained in ideological prison, repeatedly ignoring evidence of Bush administration ambivalence to US security, or American values.

§ Average People (e.g. don't ignore/blame friends/family for egregious abuses, and government brutality if so, they're coerced or not receiving messages/evidence)

· METHODOLOGY FOR MEASURING COVERT INTERVENTION & PSYCHOLOGICAL OPERATION'S: NETWORKED TORTURE
· There are 2 main methodological challenges
o 1) Reliability (low variation b/t different coder's scores of data) & valid (i.e. "covertness" vs. bad luck) empirical indicators of covert intervention. Unlike investigations- which are truth-uncovering, most likely legitimate intentions, and ideally undetectable- covert offensive operations are easier to detect b/c strategic change is objective (i.e. truth-changing), and methodological challenge is reliably linking observable effects to a covert intervention, which entails- by design- measures to conceal the government's (or other entity's) causal role in outcome. Given that there's no legitimate objective that can be served by a non-investigatory covert operation targeting anyone w/o a link to a foreign/terrorist organization, and in those cases, capture is ultimate goal, this case is extraordinarily rare, and since one wouldn't expect such illegitimate government intervention, any poor soul targeted, after dismissing initial inexplicable outcomes as statistical outliers, one must inductively develop a theory about the suspected intervention in one's life (e.g. why, how, who, what, etc.). Each incident or phenomena can be coded (0-5) along different dimensions
§ Indicator Measuring non-standard events (i.e. probability anomalous event was non-random): 0-5 (e.g. facts suggest event – even if consistent w/ theory- would've likely happened to anyone in similar position vs. facts suggest extremely abnormal outcome)
§ Indicator Measuring Deliberate/Intentionality: evidence eliminating possibility that highly anomalous event was random (e.g. if alerted to violation of law/policy, does proxy refuse to acknowledge or provide implausible/illogical justification)
§ Indicator of proxy's self-interest: even if covert role exists, one must score an event lower when the proxy benefits from non-standard/deliberate event (e.g. phone company profiting of bogus fees); the less a proxy benefits from a non-standard event, the higher score of covert involvement; the highest score = when proxy entails risk/losses from highly anomalous, deliberate act

1. Cumulative & Interactive harms: harm- though often originating w/ discrete event- is often dependent upon & interacts with other variables; valid measures must account for this
2. Qualitative non-equivalence: e.g. permanent career damage is not equivalent to job loss; being continually victimized w/o rights to challenge escalating # of incidents is not captured by listing # of incidents, and psych harm may increase exponentially)
3. Time duration-dependent: harms may increase/decrease over time. Many of the harms that I have suffered increase over time (e.g. each day after previous incident should constitute an increase in measured harm; 3 years w/o legal rights to resolve previous violations increases level of harm; each day the harm has increased after verbal abuse- enforced social alienation- from nearly all social ties, & uncertainty whether danger/harm from previous threats remains
4. Social-network dependent harms: psychological well-being & harm are affected by various aspects of social/familial relations. A person's social, professional, familial network linkages, can be conceptualized as a network with each person as a "node," with stronger/weaker "linkage" (e.g. emotional, resource, professional, informational, status), and "network centrality." For example, my brother was strongest "linkage" & in overlapping networks: family, friends/academic, etc., and capable of helping/harming me the most. It's reasonable to assume even a stranger would make a free phone call if it would significantly help a person being abused, and thus, given that on more than one occasion he refused to do just that w/o explanation, despite being told such an act was causing me catastrophic devastation, one can assume only a threat of serious punishment/harm would have caused him to harm me. Similarly, one can assume that each acquaintance that has refused to respond or provide minimal support, like writing a letter to Congress on my behalf, has either been coerced/bribed, or has not received my messages requesting help…

[i] Fall 2006- Tucker teaching contract illegally terminated w/o cause at UC-Berkeley; Tucker's academic & employment fraudulently altered to depict Tucker as a "walkaway" (i.e. disappeared w/o notice); Despite possessing concrete evidence (e.g. emails to/from UC employees/professors) confirming he was in no way a walkaway: a) was forced to repay student loans immediately, b) given a "U" (unsatisfactory grade) for a non-existent class, c) precluded from UC employment in Spring 2007, d) was prevented from obtaining UC SHIPS health care insurance from December 2006 to March 2007, at a time when he was supposed to see a specialist for major malfunctioning with his digestive system (e.g. daily vomiting, hernias, ulcers, GERD, esophageal spasms, which interfered with his breathing, and ability to digest food/medicine)
